This is how I do it, it's not very simple, but I tried to make it as realistic as possible. Open up your image. Go do Colors > Components > Decompose. In the dialogue, choose YCbCr. You'll get 3 layers: Luma, Blueness and Redness (the latter two together are called 'chroma'). First, apply Gaussian Blur filter to both chroma layers with the following parameters: horizontal—36px, vertical—4px. Then, duplicate both layers.
Set the copies' mode to Grain Merge. Merge the copies with their respective originals. You should be left with the same 3 layers as in the beginning. There's an optional step—Blur the Luma layer.
Now select Colors > Components > Compose. Choose YCbCr again. The results will look like this:,,. In the second and third image, I added some additional noise to chroma layers, and some grain in luma. Other optional filters for the picture: scanlines, GIMP's Shift, manual image tearing.
